Every homeless shelter, psychiatric facility, gym, and school in Massachusetts should be investigated for that problem.
The Pine Street Inn has gotten two human rights officers since I left, which seems like an improvement, except that they're both male. I think that most women would like to have the choice of talking to a woman about things like what happened to me and several other homeless women when I was at the Pine Street Inn; sexual harassment and stalking by a male employee.
